Yes, but currently only by a stackexchange moderator. The minimum rep to suggest a tag synonym is 1250 rep, which noone has at the moment.

I disagree about the last point. I'd turn it around: contracts should be a synonym of smart-contracts. "Contracts" might get be mistaken for the meatspace usage of the word, so smart-contracts is less ambiguous.
Quite a few of the listed tags in my question where already removed, but here are some comments on the remaining:
development: Since Ethereum is Software, a lot of very different question topics could be tagged development. It's too broad and ambiguous.
Suggestion: Replace with more specific tags such as contract-design, or specific software names e.g. geth-...
exceptions is better than errors, but neither is a good tag. The problem is that any software can have them and the tags will get stuck on everything from "human errors to errors in any kind of software in the space".
I.e. both errors and exceptions only work well if there is another tag that further specifies them. Then it is better to make the tag more ...
Singular or Plural tags?
we should point out if we want tags in singular or plural. here is a list of tags:
dapp ---> rename dapps
wallet ---> rename wallets
address ---> rename addresses
exchange ---> rename exchanges
No, web3 is a general term referring to the web 3.0. I have mixed feelings about this. It might be too broad. It could either be removed or renamed to web-three to distinguish the difference to wbe3.js. But that again could be confused with the recently rebranded C++ project ...
Please use both tags. The error message in the geth logfile is "Out of Gas". New devs don't always know they are related. As a matter of fact, I recall finding out the hard way that throw in solidity uses up all available gas.
As this has been done (status-completed tag), I'm answering this question so it doesn't appear on the list of unanswered questions. If someone can accept this answer it then it will disappear from that list!
My preferred solution is for the "smart contracts" tag to simply be removed. It's not a good tag anyways given its broad interpretation and complicated history. What would we lose by simply replacing any "smart contracts" tag with the "contracts" tag? Honestly I can't think of any disadvantage to doing that.
